Commissioner's Corner
Greetings,
So far, this Scouting season has certainly been a
challenging one!! However it is the one that I have grown the most from, both
as a person and as the 13th Commissioner. The experience of finding a new home
for our youth has led me to so many wonderful people, some who have reached out
to lend a hand, others to wish me luck and then some who offered their space to
us.
I have seen the best of the best, we are very lucky here in Windsor, I
am proud to live here and be a member of Scouting.

Group Committee
Group Committees are formed to assist Group Commissioners in servicing and supporting Groups. Group Commissioners need not do everything themselves. Part of their responsibility includes assessing the needs of the Group, determining the amount of work to be done and, if necessary, building a team to ensure that all tasks/responsibilities are achieved. Depending upon the size of the Group, positions may be merged or other positions added as required, i.e., large Groups may find it helpful to add a Group Fundraiser, or Quartermaster to look after the purchasing, storage, maintenance and insurance of equipment. Examples of positions that Group Committees may choose to fill may include, but are not limited, those listed below:

Group Commissioner
The Group Commissioner is a registered member who is appointed to this position by the Area Commissioner; is recognized as the principal point of contact for the Group and assumes the leadership of a Group Committee; is directly accountable to the Area Commissioner. The Group Commissioner’s prime function is to ensure compliance with Scouts Canada’s By-Law, Policies and Procedures as well as Program Standards, and ensures that Section Leaders receive appropriate program service and support. Typical roles and/or responsibilities include but are not limited to:
- Recruitment, selection, and
appointment of Leaders;
- Review & approval of section programs & outdoor
activities;
- Policy, procedure, & Program Standards Compliance;

Encourage an attitude favourable for growth;
- Assist Leaders where
necessary;
- Leader development;
- Fostering relationships (parents,
Leaders, Partner/Sponsor, other Commissioners.
The Group Commissioner
must also be a signing authority on the Group Committee bank account.
Group Treasurer
The Group Treasurer/Fundraiser is a registered member who is elected to this position by the membership for a three (3) year term and will effectively record, maintain, plan and explain all financial matters pertaining to the Group and Sections. Present a monthly detailed report that is distributed at least one (1) week prior to the next Group Meeting through a suitable and agreed to means. Handle all financial matters on a daily basis or as required by the Group Committee. Ensure that all section books are properly maintained and audited on a monthly basis; also must be a signing authority on all section accounts. Have all financial records (sections & group) complete and up to date for the year end financial analysis as per the current Scouts Canada By-Law, Policies & Procedures. Ensure that the Group participates in all of Scouts Canada’s official fundraisers. Take the lead in the development of fundraising goals, action plans and the implementation of these goals and plans.
Group Secretary
The Group Secretary is a registered member who is elected to this position by the membership for a three (3) year term and will effectively record and maintain minutes and decisions made as well as compose other correspondence as required by the Group Committee. Present a monthly detailed report of the previous Group Committee meeting minutes that is distributed at least two (2) weeks prior to the next Group Meeting through a suitable and agreed to means. Provides excellent support to Section Scouters and Group Commissioner ensuring appropriate forms are provided to the Council in a timely manner.
Group Registrar
The Registrar is responsible for registering members through the Scouts Canada Membership Management System, and to organize an efficient pre-registration process in the Spring for new and returning members, and well as a fall registration process.
Sponsor Representative (Liaison)
This person assist’s in providing resources to enable the Group to promote the goals and ideals of the sponsor and training for leaders in the goals and ideals of the Sponsor, in keeping with Scouts Canada’s Mission, Principles, Policies and Standard Operating Procedures. This person assist’s in providing resources for the encouragement of the Religion in Life Award program and provides for appropriate recognition of recipients of the award. Always ensures adequate meeting facilities are provided for the Group. One of the most important responsibilities is to ensure good relationships and information flow between Sponsor and Group and Group and Sponsor.

It is hard to believe this is my 13th
year in the Scouting movement, my 3rd
year as Group Commissioner and I love it, yes it is challenging and
demanding yet fun. I devote time I didn’t even know I had, sometimes
Scouting tends to ‘take over’ that’s when I remind myself that I am
making a difference in the life of a child. I began as a parent
helper, doing bits here and there. Then I was asked to become the
Group Secretary, that was fun, after a few years I was recruited for
the Treasurers position, that was much more of a challenge for me,
but I did figure it out. I soon realized that being a part of this
awesome TEAM was and still is so rewarding. An extra bonus is that I
get to work alongside my husband and grown son who are also
Leaders in the 13th.
Life changed for my family in
September ’09 my husband and I became Grandparents to a beautiful
happy baby boy, life is fantastic!!

My Scouting experience has spanned from
Beavers at age 5, to Group Treasurer at age 27. I have worked my way
through the program as a Beaver, Cub, Scout and Venturer at several
different Groups. After earning my Chief Scout award in June 1997
with the 13th, I was fortunate enough to attend the Canadian
Jamboree (CJ) in Thunder Bay as a youth. As my youth years were
disappearing, I came back to the 13th to become an Assistant Scout
Leader in 1997, and while working with my Father we headed to CJ '01
in P.E.I. After CJ, I took 4 years off to complete University, but
felt the need to come back in 2005. After spending a year as an
Assistant Scouter, I helped re-established our Venturer Company.
While serving as Venturer Advisor, I led two Groups to the 2007 CJ
in Quebec. Since then I have recently become a Father and have
decided to step into Group Committee as Treasurer, with hopes one
day of following my Son through the same path.

My name is
Carl Goodwin, and I am the Secretary for the 13th. Scouting Group.
When I was growing up in Azilda (near Sudbury), I was a Cub and a Scout. I have
been involved in Scouting as an adult since my oldest son joined Beaver's
(around 9 years ago).I followed both of my son's through their Scouting career
until they became Scouts, and then stepped aside from a leadership role for
personal reasons. After a year off, I became the Secretary of this Group, and am
enjoying my administrative responsibilities. I am also the current "webmaster"
for this site, looking after it's general maintenance and updates.

A little about myself, I have been involved
in Scouting since our son was a Beaver (like my Wife). Since
becoming the 13th's Scout Troop Leader in 1996 I have led youth
contingents to two Canadian Jamboree's (Thunder Bay in 1997, and
P.E.I. in 2001), and I was the Troop Leader for the Canadian
Contingent at the 2005 American Jamboree in Fort A.P. Hill,
Virginia. Our last Canadian Jamboree in 2007 I wanted to give
something back to the Scouting organization so I volunteered to be
on Sub Camp Staff and travelled to a small town north of Montreal,
Quebec for two weeks to help other Troops with their Jamboree
experience. Currently I am also the Water Professional that manages
the quality of the drinking water for all Scout Camps in the
Tri-shores and Battlefields Regions. Most recently I have been
appointed as Windsor's Deputy Area Commissioner for troop.

I've been involved with Scouting one way or
another for 27 years--three years initially as a Cub leader and
since then as a leader or advisor with Scouts or Ventures, having
attended over 100 camps & summer trips. I was on the Windsor C.J.
Committee in 1997 & 2001, and attended the '97 CJ as a Troop Leader.
After that, I was on sub-camp staff for the 100th Anniversary of
Scouting Jamboree, helping other Scouts enjoy the C.J. experience
(along with 3 other leaders from the 13th Group). In 2003 I had the
immense privilege of going to Thailand, and being on staff for the
20th World Scouting Jamboree, which I attended with my wife Judy.
